Even in XY only 15 of the 140 episodes were about gyms. Filler pokemon of the day is the bread and butter of the anime.

That's just how Japanese TV works.

Unlike in the west, you can't take breaks without the risk of losing your timeslot.

So you have to keep pumping out episodes. So production usually starts six months in advance. Hence why there's so much filler.
