Hell, even Blue was just some unused design until FRLG came around. But there's no particular reason Wally couldn't have been given a dex for the Emerald Chapter. Hell, he actually did use it during the RS Chapter, and then they gave it to Emerald anyway. I recall someone saying the Battle Frontier didn't fit Wally's character, but there's no reason that had to be true either. His whole subplot was over coming his lack of skill and confidence, and being able to make use of the connections he made during RS to get a shot at the ultimate test for a trainer sounds like a perfectly fine way to write him in as the MC.
I think literally the only reason Emerald was made is because Wally has a canon name that's not the version title. And even then they could've made it some odd nickname of his, what with his having all those green mons.
