It has to pass the Hack Check and the Manual Check.
If it can go through GTS, then it passes the Hack Check.
The manual check is just a judge asking you too see your team and checking for any thing that may have slipped through.

Cherish/Master Balls on daycare mons, evolutions bellow level that can't be found in the wild.
Shit that gives an edge in battle is what the judges usually denounce you for though.

If that's the case then wolfe glick' himself, his primals and rayquaza should have been investigated if they were all advantageous natures and perfect 6IV's. Matter fact everyone with 6IV legendary or unlikely 6IV mons (like dreamworld mons should be investigated)
But if VGC didnt and doesnt actually enforce it then just Gen them in. judges are what make the game fair not the players. And they dont seem to care about whats obvious.

For you to break a rule it has to be proven you've actually broken it.
If the mon looks legal with reasonable data, it's literally impossible to know wheter it was legitimately caught or generated.
That said, I don't really care if people cheat, so long as it's possible to achieve the same results through regular means, however tedious it might be.

No matter how improbable it is for you to have a 6IV legendary, it's technically POSSIBLE through gratuitous and tedious resetting. And, if a player had put that much time and effort into something, punishing him for something he had legitimately obtained would be pretty damn unfair. So, unless they can PROVE that the Pokémon was obtained illegitimately, they won't do shit. And most hackers are intelligent enough to cover their tracks.

That's exactly it. There's a subset of people who aren't actually good enough to compete at high levels, but ARE committed or autistic enough to spend hours upon hours breeding and resetting. And they know that the skilled players aren't all necessarily going to be willing to do that. The hope is that, the skilled players weren't able to circumvent the breeding/resetting process, they'd move on from competitive Pokémon. With the competitive field thinned out, the "legit" players feel they'd be more likely to be able to compete at the level they "deserve."

you have one of the most simple RPG's that people love and then you make the competitive version far too complex to the point where you dont understand how to balance it and people dont want to compete it in. all the pieces are there to make a somewhat interesting competitive game so I'm disappointed that GF is taking this long to address it.

Every legendary so far has been level 50 or 60, so no, youre excluding the big chore of grinding the last 40-50 levels in a game where the strongest pokemkn you can fight are in their 60s. Plus the grind for the caps. The level 100 legends from previous generations lack the alolan clover icon so they aren't even valid for official competition.

Does it have four valid moves it can learn naturally?
Do its IVs range from 0-31?
Do its EVs range from 0-252 in any stat, with a combined total of no more than 510?

Then it is legal. What else matters? Who cares what ball it is in? Does the ball give you extra health or something? I think you are confusing legal and legitimate. They are in fact different things, and legitimacy should not matter so long as it is legal.

It literally isnt legal. The definition of legal pokemon is a pokemon that can be obtainable in normal gameplay. If a pokemon is in a ball it cant be in under normal circumstances then it is illegal.

Like, if there's only supposed to be one of these fucking things, trainers shouldn't be battling each other with them. Immersion may be kind of a stupid reason to base a ruleset off of, but seeing this shit just fucking screams "Yep, this sure is just a fucking game!" Like it just completely divorces competitive from the rest of the game. At that point there really is no point to not just play simulators, since the rest of the game doesn't really matter anyway

It takes 7 KO with pokerus + power item it doesn't take long at all. Even with just pokerus it's like 14 KO to max a stat.

Did they break a rule? Yes. Did they cheat the game? No. Is the rule a dumb rule to begin with? I think so, you may not, and that is a difference of opinion. Calling it cheating is factually incorrect though, as the modification has zero effect on gameplay. Calling it rule breaking is fine, but again, we differ on if that should matter.

your analogy doesnt work, first because it's a false analogy, a better analogy would be a football player getting injected with Captain America's Super Serum before the match yet getting a facial deformity that made it obvious he got injected (since the player's peak human condition is "totally possible to achieve", at least in theory anyway). Now supposing achieving peak human condition is actually possible but it takes huge amounts of training. Not only can the Injected football player get banned but should be, since he has a huge advantage over other players.

And secondly you are using a unjustified distinction of breaking the rules and cheating, and the only reason for making that distinction is defining rule-breaking out of "cheating", when the word commonly used includes breaking the rules as cheating. What youre doing is the same as defining "racism" or "sexism" as discrimination from a position of power, then claiming certain acts of racial discrimination dont count as racism.
