Yes it does. You fully heal FIRST then the belly drum plays out as normal. It's only better than sitrus if you started with low health.

Z power effects go first. It heals you to full health before applying the drum.

It means you can drum at any % HP, but it still leaves you with less HP than Belly Drum Sitrus

Z-Belly Drum FAILS if you ALREADY used Belly Drum you fucking retards. It still heals you though. You just get a free "Rest" with no sleep.
