I think Tsareena is a bit better as Lurantis doesn't really have much of an identity in competitive battling from what I know, but I personally love Lurantis. Design and Solar Blade are just awesome...

It resists fire. Lava Plume only does 46% max fully invested, and most Primal Groudon don't fully invest in special attack. The only set it loses to is some weird ass Rock Polish set that uses Dragon Pulse.

With TMs its coverage is Grass, Fighting (Brick Break), Bug, Poison, Aerial Ace, and I guess Payback since it's slow enough.

You say that... But Tsareena's 15 more base attack is mitigated when you realize that the highest power STAB move she has only has 70 BP.

Lurantis gets the 90 BP Petal Blizzard as well as the 125 BP Solar Blade.

Given that Solar Beam is only a viable option on a small handful of pokemon that can abuse it under the sun, and that sun doesn't help Lurantis at all, yes, I'd say Solar Blade sucks.
