Why is this balanced?

I am playing HeartGold for the first time since the gameboy color release and this gym leader is the only one that ever made me angry

it's balanced because you have many options to deal with her if you paid even a modium of attention

and that's just a few examples. theres many more such as Heracross, Weepinbell set up, the Nidos, Technician Scyther, and so on and so on.
