So what exactly is the deal with the no outline patch for S&M?

I've seen Youtubers like Shofu use it while Wi-Fi battling, which is confusing, because I thought it was only a PC thing. Is it possible to Wi-Fi battle on PC?

Also how the fuck do people run the game on PC without the massive amount of lag? I tried it, but it always gets super slow during cutscenes and stuff.
