Is he actually good or is it just a meme? I really like him but with that shit speed and getting fucking by Knock Off I don't see how he can be good in competitive.

Yes but lots of stuff can take a Psychic-type attack at full health and KO back

In a different setting where you switch out a lot and attempt to resist attacks and frequently take hazard damage, that doesn't really happen.
