Feebas is obtainable not that long after Eevee and has the same encounter rate as Eevee if you're fishing in rippling spots. Evolves just as, if not more, easily than Sylveon as well.

Not being weak to poison and having a recovery move as well as Safeguard also seems to make it last a bit longer.
