You can give it any moves or abilities that don't go against common clauses, so no Moody or Sheer Cold/No Guard.

Who the fuck thought that it was a bad idea to give this shit Recover?

It gets Dragon Dance as an egg move. It already learns Ice Shard, so lets give it a better Water move and a solid generic move that also covers its Rock weakness.
>Base stat changes: +15 ATK (85->100), +10 DEF (80->90), +10 (95->105) SPDEF
This brings the BST up to 570; still under the 600 bar for pseudos, but much more suitable for the current metagame.

Why Thunder over Hydro Pump? Freeze Dry covers most of the things you'd want to hit with Thunder, and no water STAB on something with Drizzle seems like a waste.

Yeah, but just because there's a precedent doesn't mean there should be. Get that appeal to tradition fallacy out of here. Scald would be super useful to a polar animal, lapras don't even usually live in cold regions in game, and the thing is an honorary dragon anyways. So it can't breath fire, the best it can muster is hot water. The point is, why not? It would help the poor beast and the only explanation for why not is arbitrary

What about if Gamefreak gave it a Gale Wings equivalent for Ice-type moves? Or would Water types be better?

Imagine a priority Freeze-Dry or Hydro Pump. Or a priority Waterfall, it's like Aqua Jet on crack.

Nah. Lapras works well when Stall is back in fashion, with Recover it could make it into OU once hyperoffense has a downswing (probably when Pheromosa gets banned).
