Gamefreak generally has a reason to make a thing a certain way, but no RULE.
And to adress pikipek specifically? That is an adult woodpecker clearly. I don't know why its family tree is the way it is, but the best assumption is probably gamefreak throwing in some loosely connected animals
We have pokemon clearly based on housecats becoming big cats, and we already have birds becoming unrelated birds, why not birds becoming somewhat related birds?
