The only reason he let TS to run over the time is because he is lazy and has no interest to step in. He only accepted to be trial captain because he was chosen. When he was offered to become part of the Elite Four he turned that down and Acerola joined them instead. Also the reason he lives close to TS is because the rent was low and others just want to avoid TS. He lightens up a bit when he fights you and congratulates you after you become the Champion.
