Does it matter which type comes first for a dual type pokemon?

It virtually does not matter what order the type comes in in a dual type Pokémon. There's 1 or 2 moves that affect it, but that's all.

Not relly. The only situation I can think of is Revelation Dance, which will be the user's first type.

If the Pokemon gets a type-changing transformation, yes

If Rotom were Ghost/Electric, the Rotom forms would all be Ghost instead of Electric. If Hoopa was Ghost/Psychic, Hoopa-Unbound would be Ghost/Dark. Same goes for Mega Evolutions like Charizard-X and Altaria

For my autism, yes. To me the first type that appears is it's primary type. The secondary type is something that the pokemon gained through evolution over time.

It's a flavor thing.
Hyrdeigon is more Dark than Dragon
Mimikyu is more Ghost than Fairy

Mechanically there's no difference.
Except for that one glitch in RBY that would only display the SE/NVE message based on the pokemon's first type.

it's to throw off hackers, if they make a pokemon and the types are in the wrong order then it's easy to tell they've been cheating

in gen 1, kind of...
the damage it takes will remain as expected from both its types, but the "it's super effective" message only displays if the move is good against its first type, despite whether or not it got the multiplier

There's also the BW Hall of Fame, where a Pokemon gets a special backdrop based on its first type.

Meaning that you'll never see the Flying background without using Tornadus or Arceus.

It's sort of implied that the first type is the "dominant" type from a design perspective. Which is why most Flying-types are of a Flying-subtype.

For example, Mimikyu here is a ghost first and foremost and a fairy second.

Also, type specialists will generally use Pokemon that have their specialty as their main type.

It's an extremely vicious predator that spends the majority of its life biting or lashing out at whatever it encounters, up to and including itself. Hydreigon's family line are even the Irate, Hostile, and Brutal Pokemon respectfully. What part of that isn't Dark?
