Catchable through soaring at like level 45. So they know they done fugged up. Especially given that you can have a krookodile, reuniclus, gothitelle, seismitoad and even a freaking haxorus at the point in the game that you still encounter and can't even evolve a Rufflet. Wtf.
What special kind of autism is it when gamefreak can retcon a pokemon's type, stats and abilities but changing evolution methods/levels is REEEEEEEE.
