It's heavily implied
Lillie talks about how her mother always chose her clothes for her several times throughout the game, Lusamine is batshit obsessed with the Ultra Beasts (And probably dresses herself as Pheromosa too), and there's no other reason for them to look similar.

Sometimes you just have to read between the lines.
