It's not at all minuscule in science, since there are many subatomic particles that have been “discovered” long ago but weren't actually observed, i.e. confirmed to exist for decades.
In casual non-scientific use however, if you discover something, it is implied that you have seen it and thereby confirmed its existence.
Pokémon is a game aimed primarily at children, the translators wouldn't put that much thought in their choice of words.
Besides, it is not the translators who are authoritative here but the original Japanese text—which uses the same fucking word. If the writers wanted to make a distinction here, and just couldn't find a different verb for some reason, they could just have rewritten the sentence entirely. But they didn't. They used the same exact word.
The English version doesn't dispute this; Mohn being Gladion's father can still be easily inferred from the translation, it just adds(!) a really minor ambiguity that you only notice if you compare these lines side-by-side. (You'd only remember the gist of them by just playing the game.)
