It's safe to assume the Pokemon world is an alternate Earth, with real world names for countries, collections of states, etc being placeholders til they give official ones
Admittedly however, this does mean Kanto, Johti, Hoenn, and Sinnoh are not necessarily Japan - so far, the official stance seems to lean to each region being its own "country", sans Kanto and Johto which appear to be unified
