Except of course for the Kanto starters, but that's easily dismissed as just Gen 1 pandering. There's even megas in Battle Tree that don't have their stones available.
If you weren't fucking brain dead morons, you would realize that if they gave you access to the stones without access to pokebank people would bitch and whine that you couldn't even use them, and they may be patched in after bank releases anyways. Or they're just being greedy fucking jews, and saving them for remakes or sequels. It's common fucking sense people.
