Well, first of all, it's a fangame, the creator doesn't care about catering to the needs of the masses, or finding ways to earn a few extra bucks, just his own little niché. There's bound to be other people who like it as well. Then, there's a lot of reasons why GSC could've been chosen by the author. Maybe it's, as you say, nostalgia, that the author really liked that game and wants to make something using it as base, but it could very well be for technical reasons: the gen1/2 (and gen3, though to a lesser extent) games are far better documented than anything more current, and modifying things in those games is easier, as there's simply more knowledge.
My point is, you should only care about those details if it's game freak who's releasing something like this, as it's very cheap to do for them, and lacking in originality. From a fangame/romhacking perspective this is a valuable contribution, as it's pretty much a new game based on something some people know and love, and it will fill the void of that particular niché.
Nostalgia is a weird thing, but it's all nintendo's based on these days.
