It's ridiculous design, for sure. Their stats are shit and I would never use them.

BUT

They were made for the same reason why weak, evolving pokémon are made: escalation. They are meant for beginning players and in B/W the three monkeys are instrumental for obtaining the first badge, providing a familiar typing line using real-life references of plants and other natural elements.

That's literally all I have to say about those silly monkeys.

Only useful for the first gym, boxed right away.
I had it worse because I picked Oshawott even though I liked Snivy more (muh canon starter) and Incinerate was shit in Gen V

Pansage and Simisage would have been just fine, but it kinda feels like Pansear/Simisear and Panpour/Simipour exist only because of it, thus being the equivalent of filler Pokémon. Uxie, Mesprit, and Azelf feel unnecessary because they're hardly different from each other and haven't felt relevant since Platinum. They feel like Pokémon that serve story significance and add to the lore, but don't work well as good additions to the Pokédex.

The combined thought that went into these trios is like 3 Pokémon for the cost of 1.5.
