Loli's are small and petite cartoon girls with big eyes and small features. That being said, there are women IRL that can have loli features. She could be 20-30 years old whatever, but she could still have a young face and no tits, that being said. If a game distincly details the age of a character it changes everything.
In SuMo they clearly state the MC's are 11, so yes they are underaged.
However, Acerola, nowhere in the game does it say her age, therefore, she is loli and it is not pedo.
BUT we get into complicated territory, it's drawn and no one is getting hurt/abused or anything of the sort.
TL;DR If you're not into little girls irl, you're ok, but if you are then you are a pedo, drawings mean nothing
