Even Pokemon made in labs and through use of data transported into real life. All of them, they're still Pokemon. Which means they all possess some kind of biological process that makes them different from the only other form of animal life we've ever seen on their planet. Humans. And based on so many stories and myths and entries regarding Pokemon coming from somewhere else entirely, we have to assume humans were here first and Pokemon just slipped the fuck on in at some point. We know mankind has lost tech and we know Pokemon just appeared and people didn't take it well and "took up swords". Pokemon is post-apocalyptic, but it's so far forward we've looped back and around into a nearly normal version of modern Earth, again.
Pokemon used to be thought of as Aliens. The idea was that maybe they came from space, because so many of them do. But now we have PROOF that they come from an the Ultra dimension. The Ultra dimension could be the source of all Pokemon or it could be another world they invaded and are the only things left in. The possibilities and ideas that arose with the Ultra Beasts are terrifying to say the least for what Pokemon are and are capable of doing.
And the Ultra Beasts have become resistive to ball tech. There's no telling what will happen when Pokemon are given enough time to evolve on their own.
It's not that the tech hard codes us from being caught. It's that the tech is meant for a specific organism, one that comes in many forms and can be wildly different. But are still similar enough that they're still the same organism.
