There are 10 year olds with huge breasts and defined hips, and there are women in their 20s with a flat chest and straight hips, but the size of the head is almost universally changed based on age.
When drawing animu, the size of the head/eyes is a major player for age too.

You want your representations to be accurate, otherwise no one will know what you're trying to illustrate. There's always stylized artistic integrity to take into consideration, but if you want people to see that a character is older, there are clear markers you can use, and vice versa for showing that a character is younger.

THAT said, you create your character, customize them, and live vicariously through them. Most people tend to identify with their character and consider them whatever age suits them. Even on tumblr, where the deer and the SJWs roam free, there are tons of people all over Moon and Lillie, and most of their representations illustrate them as older than they are in the games. It's meant to be ambiguous, so as to draw in as large an audience as possible.
