This. The other plates are almost completely used as defensive sets to counter a particular threat (ie Arceus Ground/Water - Primal Groudon, Arceus Poison - Xerneas). Arceus Normal has the power of E-Speed STAB, and Arceus Ghost is almost the same as the Normal set, but it's meant to take out the bulky walls that can check the normal form.
