They had Poke-Hitler and managed to handle that in a "clean" way I guess. You could probably draw inspiration from the cult of personality thing Mao did and cut out the mass starvation and killing elders shit. Replace it with young people stealing Pokemon from the elderly because "they're too old to train them well anymore and their old training styles just don't work in the modern day". Could even turn it into a subtle poke at competitive players if you wanted to.
