Why can't starters have their hidden abilities as their normal one

they're also pretty simple abilities to understand, so it's good for the first mon that you get.

Torrent/Overgrow/Blaze should be buffed
Make it half instead of 2/3rd and maje the pokemon glow blue for Torrent, Red for Blaze, and Green for Overgrow to show the effect is in play.
