The date only changes if you are playing during 11:59 and saving afterwards. Not sure if it works in continue screen, I have not tested that out.
Its not worth fixing since you are pretty much required to play or load everyday to ensure the date changes. I don't think you would be playing this everyday for the rest of your life.

My hope is that there would be a way to edit the date manually or use cheat codes to fix it. For now don't bother changing it.
