They're still people, they know right from wrong (they could be your co-worker, family member, friend, etc), the ones you gotta watch out for are those who don't understand right from wrong (as in, mentally handicapped people), or those that don't care that it's wrong (evil people).
For non-offenders, 2D loli gives a safe and harmless outlet, and for potential offenders, much the same, even the chance of reducing the risk of them preying on someone for real.
