I don't like minmaxing, but Vikavolt really should be a glass cannon. And yet even if you take 25 from both defenses, it's *still* a bit too slow to be an efficient sweeper.
To add insult to injury, you only get it on the last island, and the game never tells you about this, so you might be suckered into carrying a Charjabug around the entire game (although Charjabug with Eviolite is actually kinda fun).
