Infernape is probably the "best" since the other fire types you get tend not to be great (or nonexistent, if you're playing pearl or diamond).

While I hate gen 4, its starters are my favorite

Chimchar because Infernape has the more useful dual-typing out of the three.

Torterra has too many weaknesses and Empoleon is too slow with useless secondary steel typing.

Again, steel type is not necessary before 6th gen.
