What the fuck is up with the shinies in this game?

The last time i got one before SM it was 2009.
I got a shiny trapinch while breeding, a shiny carbink yesterday in a cave, a shiny wailmer just now in the sea. Is the encounter rate 1/500 or something? I don't even have the shiny charm.
