Its first two stages look more like bugs than ground type
Flygon itself still has a few bug traits, such as its wingshape and eyes
It's worse than Zard and Gyarados not being Dragon type because they at least have a good excuse in gen 1.

Most of Flygon's entries state that it is referred to as The Desert Spirit and whips up sandstorms wherever it goes, hence the Ground typing. Kinda weird it doesn't have Sand Stream but I guess they're saving that for the Mega ;_;
