They're still ridiculously high considering most people reached the E4 with Pokemon in their 35-40s thanks to the awful level curve and lack of grinding areas that aren't Victory Road or Time-specific Rematches with NPCs.

This. Like, I just beat the Kimono bitches and most of my Pokemon are level 32-33. My Slowking and Yanmega are 36 because they carried my team through the last 2 fights. Should I be a higher level? Theres like no easy way to grind in that game.

the inability to grind in any decent way is probably intentional, they probably wanted the player to be underleveled so that the E4 would be harder

why they didn't just make the E4 harder by giving them better moves than Twister, I don't know

just you think it's stupid. They barely used aces outside the Gym leader. But let's see Blue and Bruno.
Blue is the final Boss. He bring a few ealier bosses with him (Alakazam, Arcanine and Rhydon).
Bruno's Onix. Onix is the first boss. If they don't use Onix again, would be totally forgetable.
Anon, no it's not perfect. But they try. Calm your autism. Kingdra is good being used only by Clair (fuck you Juan).
