As far as UBs, they can be put wherever from Champion to Mega.
But really, the main thing I was talking about was more as far as High-level. Things like Apocalymon, Lucemon-Falldownmode, the Royal Knights. Outside of the Box Legendaries, Zygarde, Necrozma and some of the event legends, very little really comes close to the level of world-wide danger like how many there are in Digimon. You got the Demon Lords, Royal Knights, D-Reaper, Apocalymon, Dark Masters, CRACK SQUAD, etc.
