On the top floor of the building in the Akala Port town where Gamefreak are is an Aether Foundation office. On the wall of said office is a painting of a Blitzle, a Pokémon which at present cannot be legitimately obtained in the Alola region.

Since the Aether Foundation are for the conservation and protection of Pokémon from poachers, does this mean that Blitzle was once found in Alola and driven to extinction through poaching?
