Why did Scyther get a steel evolution but Pinsir didn't? They were obviously supposed to be rivals in Gen 1

Scyther getting an evolution was one of the weirdest thing GF has done anyway. The base stat total doesn't even change between the two.

Heracross was originally planned to be an evolution of Pinsir, but they did away with that idea because they were too different in appearance.

IIRC, they didn't actually want to give scyther an evo because it's stats were already good enough, but scyther was so popular in gen 1 that they made him an evo anyway and just shifted some stats around so it didn't become too powerful.

Scyther was fast but frail and Scizor was slow but had good defenses.
