It's difficult for them to accurately define every cheating method available without them naming specific programs, given that Powersaves, QR Code injection and pkHex save editing all work completely differently. Plus they're probably scared of acknowledging specific methods, since it would both look unprofessional and potentially cause players to look into them more.
