Why can other feminine-looking Pokémon such as Braixen, Gardevoir, Glaceon, Goodra, Lopunny, etc. be male, but not this one specific Pokémon?

Because it's based on Female lizards that have male harems and the others are not based on Female animals with male harems.

Also Go odra is no more feminine than Dragonite.

The person you replied to should have stopped at the real world influence. Obviously things like Gardevoir and Primarina can be male. It's the real world influence of the lizard and nothing more.

GF stays closer to influences than is immediately apparent for a lot of pokemon.

Are the male harems juveniles like with Clownfish?

If not I don't see the justification for locking males out of evolutions like they did with Combee, which should have straight up been a 100% female species if you think about it.

The most common bee in a hive, the workers/soldiers are all female.

Males are rarer, and considering that Pokemon can cross breed and the offspring are determined by females, it's plenty of justification to make Combee 100% female.

The gimmick of making 7/8ths of them worthless is just shitty.
