This thing has a BW ubers analysis.
Any other low tier pokemon that are especially viable in higher tiers? Besides Smeargle, which is PU... for some reason...

pretty much anything that can put enemies to sleep reliably will show up on a meme-team in ubers eventually, unless it's totally outclassed by something else that can do it (eg. Bellossom)

It is RU because even with Solid Rock, Assault Vest, and some invest in Special bulk it is always OHKOed by any STAB Special Grass- or Water-type. The thing is that Ground/Rock is one of the worst type combination, even if it gets STAB EdgeQuake.
