What I said was not that it was a randomly picked Pokemon, but rather it being Charizard means nothing. How does it being Charizard add anything to Gen 1? It doesn't. Thus it's not pandering.
They could've picked any Pokemon, like a Staraptor, for example. Would anything have been different? No, other than the fact no one would've given a single shit about it. Charizard is the Pokemon that deserved this feature more than other, by simply being popular and first in line. No other Pokemon fits the role better.
