Squirtle. Bulbasaur is a bit oddly shaped to easily fit in a bag, and Charmander's tail would burn it. So Squirtle is the only reasonable choice.

Personally, I'd say Charmander. Bublasaur is not even something to consider, and Squirtle has a good chance, depending on if she still has the bag or not.
