Kadabra. Doesn't need to evolve, it gets elemental punches by goldenrod (which are special attacks in the game). You can sweep most of the game with a kadabra.

Any reason why you don't slap a nice Universal Pokémon Randomizer config on your ROM? It's hard for me to read that someone's playing a 3rd/4th/5th Gen. game with Trade Evolutions being Trade Evolutions nowadays.
