What was the significance of Navel Rock? Why were a Lugia and Ho-oh just living on a random mountain/cave in the middle of the ocean? Why did the Sevii Island residents never explore it when the map clearly puts it between 4 and 5 Island?

To be honest, I'd like it if we came back to Sevii, maybe they made their own league, establish water routes between islands, you know that sort of stuff
