Silvally is wasted potential. What was supposed to be a mini Arceus turned out rather underwhelming. It could become much better with just very little adjustments.

This Pokémon has great concept and a great design, it really hurts to see how underwhelming it turned out to be. It still has its usage, but it usually seems like a last minute addition for the most part. I still love it nonetheless.

Which is probably why it doesn't work that way. Despite the fact that they could have made memories do SOMETHING other than change type, even if it's just a smaller version of plates.
