HP is a 60 BP move that requires breeding.lots and lots of breeding.Most water types get a 90 BP Ice move that requires just 4 button presses.

Chinese myth or something. It's supposed to make sense. Someone explained it once on /vp/ but I forgot what it is. It's in the same level of weirdness as Remoraid becoming Octazooka and Magikarp becoming Gyarados.

There's a reason, it sort of makes sense. But it's still weird.

Ice being so shit saddens me to no end. I am always drawn to the Ice wielder, or Frost mage, or Ice super power guy in media. I also fucking love Winter. I want to like the Ice-type. But it's just too shit.

It doesn't help that nearly every Water mon learns some Ice move, so Ice isn't even needed.

In this situation I can say that the logic involved is that they're monsters and that certain monsters can't learn certain things. This is retarded, there's no real reasoning you can give for any of it beyond Gamefreak handing out moves as they please.
