Kanto.
Hoenn and Sinnoh come close, but I prefer Fire Dragon and Cannon Turtle over Fire Chicken/Swampert or Fire Monkey/Metal Penguin.

Sinnoh is in front, but from there, it's a bit more complicated. While I can't say I like every starter from any other gen, I do think Kanto's and Kalos's look the best as a trio.
