If Bruxish has Aqua Jet, Ninetales only gets one chance to use Freeze-Dry. If it misses the 31.3% chance to OHKO, Bruxish wins with Pyschic Fangs + Aqua Jet.
Since Bruxish has a better-than-even 68.7% chance of surviving Freeze-Dry I'd say this matchup is in Bruxish's favour.
