They lacked good leadership and only had a few admins and possibly Giovanni's wife, which is why their final death rattle in the game's plot was attempting to contact Giovanni and get some real guidance. They don't really accomplish anything at all in GSC, all of their plots fall apart shortly after enacting them thanks to the player, while RBY Team Rocket is implied to have plenty of success before the player comes along and ruins everyone's day by taking down their gambling operation and squashing their Silph Co. takeover.
GSC Team Rocket could only take over a five-story radio tower with nothing of value inside besides the equipment to signal Giovanni, by comparison.
