Is this going to come out with Pokebank? Nintendo never (hardly ever?) patches Pokemon games, right? So how can they release it?

Is it therefore going to be some stupid bullshit that only applies to Pokebank? How is it going to work? How can they possibly not release a National Dex for a game for which the motto is "Catch em all"?
