I found mine in the final tile of the lowest area of water. Took 30 minutes to fish.
You want a modest nature (because that effects how well the berries work) and you'll want to use Pokéblock made from the ev berry that lowers sp.atk. Spend a day growing as many as possible.
For optimum berry production you'll need to water them at every stage of growth.
It's well worth it. Milotic kicks ass (even if its movepool is empty).
